The point I mean that exams be conducted few times to select the candidates in noiseless random manner! ? It would likely be more fair but yes at some cost too !

Exams : Is the Process robust to Noise and Randomness ?! How to make it fair ?
Should exams like UPSC not be conducted few times for the sameset of students to remove the noise factor ? This isnbeacsue say AIR 1 would have Randomness component too. Same X who secured AIR 1 in one trial could be AIR 100 in second trial. It has empirically happ ned that those qualified with top AIR in own year didn't even pass in the next chance.
